I have used a image from my old TEST where I compared DXO PHOTOLAB 4 against SILKYPIX DEVELOPER STUDIO PRO 10. I do not have the DXO Photolab 4 anymore. But I kept the final images from the Test results. The Image was taken On a Tripod and Manually Focused.

Special NOTE: First part was done in CANON DPP 4. With Minor adjustments such as Lens corrections and WB. But Sharpness and Luminance NR was at 0. Colour NR remained at Default. Then I have Exported 16 Bit TIFF. Then I used that TIFF file in Topaz Denoise AI.

So, Which one? Well, DXO PhotoLab 4 is great if, 1. You Shoot Raw. Because, Prime or Deep Prime NR can not be used for Tiff or Jpeg. 2. If you do not Shoot with Fuji film X Series. DXO do not support fuji X-Trans. 3.If you want a Complete solution.
Topaz Denoise ai is Great for any format. BuT! I recommend that you do your basic global editing process with whatever you have (Silkypix, Lightroom, C1, Darktable etc etc) . Disable NR (Luminanceo only, Leave Color NR as it is) and Sharpening. Export 16 Bit Tiff. And apply NR with Topaz Denoise Ai. Its long. But effective.
Use Silkypix Developer Studio Pro 10 if you want the best colour and if your iso is no more than 3200 (in older cameras).
In the end, they are all great. But none of them are perfect.
